IPv6 Dual-Stack Networking

Networks and IP pool entries can carry an IPv6 address alongside their IPv4 one, so a new VPS gets real dual-stack networking - both addresses configured on first boot, not just IPv4 with IPv6 bolted on separately later.

When adding a network, fill in the IPv6 subnet fields alongside the existing IPv4 ones. When adding an IP to the pool, pair it with its own IPv6 address, gateway, and prefix length - this is only available when adding a single manual IP at a time (an IPv6 address can't be split across several different IPv4 entries added in one batch).

Once assigned, a VPS built from that IP pool entry gets both addresses configured automatically through the same first-boot mechanism (cloud-init for KVM, offline injection for LXC) that already handles IPv4 - no extra steps needed at VPS creation time.
